Paid for item I will be collecting

A seller accepted a 'best offer' and I immediately paid for the item via Paypal. Couple of days have passed since I made the payment. I requested the collection address to which the seller said they will wait for the balance to clear in their account and then sort out collection; fair enough. As I understand it, Paypal payments are immediate but sometimes Paypal can hold the money for a certain time. However, given I have paid, which is something the seller can identify at their end, are they not obliged to give me collection details for me to arrange collection in the near future? 3 days have passed since I paid and sellers communication is pretty poor.

The seller would have been wiser to ask for cash on collection, and you could have gone and inspected it and only paid if the item was what you were expecting. 

However now that you have paid you are entitled to take possession of it.

You cannot do anything until a week has passed, and if then, your seller still hasn't been in touch, you can open a not received case in the Resolution Centre to get your money back.

The Seller has 3 days to Accept your Cancellation Request. Your Refund is then automatic. You should Receive it practically straight away. You don't have to wait for any Payment to Clear into your Bank.
