PURCHASE SCAM

I have paid for a phone, the guy said he would only send it after I left him feedback,  I said no, he then said he wouldn't post it and ignored my emails, then one month later on the day it was due to arrive he updated the item to shipped. I have emailed him saying I want my money back but nothing and I can't find how to open a request it just goes round in circles with no option other than contact seller.

Why did you leave it so long?? Do you realise that the time limit to use eBay's money back guarantee is 30 days after the latest estimated delivery date in the listing? If you're still in time to open a case, do so NOW through the resolution centre: https://resolutioncentre.ebay.co.uk/

To qualify, you must have paid through eBay's checkout by credit or debit card, PayPal or PayPal credit, or Apple Pay or Google Pay. A case must be opened within 30 days after the actual (or latest estimated) delivery date.

The seller is allowed 3 business days in which to respond. After that, the option will appear for you to escalate the case, if necessary, for eBay to step in and help. This option remains available for 21 days from the date the case was opened.

The seller will be required to provide eBay with tracking evidence of successful delivery to the address you have registered with eBay/Paypal. If they can't, eBay will enforce a full refund.

If the seller doesn’t reply with a solution, or you're not happy with their response, escalate it. Follow any instructions and time limits carefully, and don't agree to close the case until you have received your refund.

To learn about eBay's money back guarantee, see: https://pages.ebay.co.uk/ebay-money-back-guarantee/. Better still, read the full terms and conditions here: http://pages.ebay.co.uk/help/policies/money-back-guarantee.html

If it's already beyond eBay's 30 day time limit you you can still file a dispute under PayPal's longer, 180 day buyer protection policy, see: https://www.paypal.com/uk/smarthelp/article/what-if-i-didn%27t-receive-my-item-or-it%27s-not-as-adve...
