I am not your seller nor am I anything to do with eBay. I am a [helpful] member like you. I am certainly not trying to put you off. Indeed I have given you the way to deal with this so that you can get your money back.
The situation is that when something goes wrong - as sadly it does from time to time then you have to deal with it using the tools given by eBay and Paypal. You do have to use those tools correctly and you will get a refund in full of what you paid.

You should have dealt with this a long time ago. You have 30 days from the delivery date to open a case so I fear you are too late with eBay. Please do not believe any stories of postal delays or Covid problems
Go to the Paypal payment and open a "resolve a problem" + "I did not receive item". Escalate after just 2 days and before 20 and you should get a refund.
The seller would need to show - by tracking - that the items were delivered
