None Payment For Goods and Now an Invoice for Fees

Please help. I listed something on Ebay and the customer did not pay. I sent them two messages through Ebay to remind them. When they did not respond I opened a case in the Resolution Centre at the end of December. Ebay have not contacted me or resolved the issue. Now they have sent me an invoice for fees which they will take automatically. I have tried the online help but it just goes in a circle an I end up back where I started. I can't find a phone number or get the live chat. Can someone help please?

eBay charge their seller fee the second an item sells, and not when the buyer pays you. They do not know that no payment was received.

You need to inform them, 48 hours after the non-payment, by opening an unpaid item case from the Resolution Centre, link to be found bottom of most eBay pages.

You have 32 days from point of sale to open this case.

Close the case on day 5 and your seller fee is refunded and the buyer gets a non-payment strike on their account. If they gain another, they will not be able to buy from the majority of sellers on eBay for a full 12 months. So it's very effective.

Go to the resolution centre see if the case is still open if it is, close it and your seller fee will be refunded.

You were charged those fees this month as you did not close the case on day 5,  so you do need to pay them then they will be reimbursed next month.  You should still be in time to close it,  but do so asap.

"Ebay have not contacted me or resolved the issue."

Ebay does not contact or resolve the issue. You have to do it.

When you open an Unpaid Case, there are instructions, you have to follow them. If you do nothing then as far as Ebay are concerned you have been paid.  You have to close the case by answering the question "Have you been paid". Unless you answer NO, ebay do nothing and case closes and you do not get the selling fee refunded.
