I can't get my head around why eBay allows non payers to continue using the site. Anyone got any thoughts?
It is sellers who allow them to continue.
You need to find out about UNPAID STRIKES and Buyer Preferences. If every seller gave non payers unpaid strikes, and also set their preferences to BLOCK all members with two or more Unpaid Strikes, then they would not be able to operate.
If Ebay removed all non payers then they would also have to remove all sellers who do not honour their sales because they did not get enough money. There are poor buyers and poor sellers, some may have good reasons but mostly just ignorance of proper behaviour.
