If you want to return the steps for a refund because they were not misleadingly described, see eBay's money back guarantee: https://pages.ebay.co.uk/ebay-money-back-guarantee/

If you just want to report it to eBay, there is a reporting link in every listing (on the rght, level with the postage and packing tab). However I doubt that eBay would take any action on this. EBay's policy is that the description is entirely the seller's responsibility, and buyers can use eBay's money back guarantee if their item is not as described.

If the steps are fine does it really matter that they are silver and not black?    If no... i would just be tempted to keep them and save the hassle of returning them .

Pictures form part of the description and also in view of the fact you say the listings says black in the description................. if you are adamant you want black and not silver then try a not as described case under Ebays Money Back Guarantee
