If eBay notified you they removed the item, they do so for all sorts of reasons, they do recommend you wait 10 days, as you may still receive it.
If you don't , then put in a claim with Paypal for item not received, from their ' Resolve a Problem'. Enter that eBay have removed the item from their site, stick with the Paypal case, do not go back to eBay when instructed.
Escalate after 2 days and before 20 for a refund.
