Item not arrived

I bought an item 3 weeks ago and it still hasn't arrived. I bought it and have the emails for the confirmation. But it's saying they can't find anything I've bought in the last 90 days. What do I do? How do I get a refund?

You have 30 days to open a formal  'Item not received' eBay case from the expected delivery date which a Seller cannot ignore ...  after 3 days, escalate the case to eBay for a refund in full ... (if unable to open an eBay case, return here for further advice) >
