Is there any protocol for punishing time wasters whom don't pay for their winning bids?

There's also a protocol for sellers who breaks eBay rules and are guilty of serious feedback abuse by leaving false positives announcing that a buyer did not pay.

 

A buyer can appeal an unpaid strike and report the feedback you left, eBay will remove the comment and that will damage your account.

Yep there is,   follow the correct route here,  and the buyer gets a strike on their account.  Two strikes and they cannot buy from the majority of sellers for amfull 12 months.  Continual ' collection' of strikes,  eBay boot the member of their site for life.

 

If your buyer has not paid within 4 days, you can now cancel that order stating buyer has not paid, applicable fees will be refunded, the item will be relisted unless you choose it not to relist.
