Buyer opened INR case for the parcel waiting in RM depot. Courier tried to deliver but no answer. 

The buyer cannot be bothered to go and get the parcel or rearange a delivery.

I did everything by the book. What's next? many thanks

What's next?

 

To contest an INR case you have to provide tracking proof of "successful, on-time delivery".

 

Attempted delivery is not successful delivery, whatever the reason. Even if the buyer refuses to accept or won't collect it. So the seller has to refund the buyer in full, including the postage.

 

No-one says it's fair. This is eBay.

I take it RM rather than a "courier" tried to deliver ...

 

The buyer opens a "non receipt" case through resolution centre and you refund in full.  If you put a sensible return address then you get your parcel back and "all is well"

If you haven't already added this "buyer" to your Blocked Bidders List then do it now. By refunding through the case then at least you get most of your fees back. Works out better for you on Managed Payments than when you lost all the Paypal fee.

 

Nothing you can do about buyer's poor behaviour but you can ensure you never see him again.
