I was told that I would be able to post items again on the 1st July. Still cannot post. Why?

I reached my 100 item limit for June. I was told i would be able to start posting on 1st July. 
tried to post today ( 1st July). Still not happening. Why?

Selling allowance do adjust on the 1st you are correct,  but it's just gone 7 in the morning and California is still asleep.

Click on the increase selling allowance link a little later in the day,   midday or   even early afternoon,  it should be granted then,   if you are a due an increase.
