I recently sent a small parcel to Northern Ireland correctly stamped with the second class rate using a number of 1st class value NVIs to the value of the 2nd class rate currently £3.20. On arrival the irish post said it had been underpaid @ the 1st class rate & requested £3.50 extra from the buyer - who now requires a refund! Surely as such it should have been delivered at the second class value rate the value of the stamps?
As far as I'm aware never had this problem with mixed frankings before.
Probably one for Royal Mail but thanks in anticipation - dont want to be scammed.
Yes I think it should have been delivered to the price of the stamps on the item.

Did you just put it in the postbox.
If you had taken it too the Post office then they would have given you a reciept of postage
which would have helped you as if it was under paid they would have told you.
It may also have helped ( in hindsight) to just write 2nd class on the parcel.
Perhaps there has been a change of post office rules about mixed frankings
The buyer should send you a copy of the request for payment but then it may have been kept by the NI RM
