I have been trying to update my card.

I am going round in circles .  I would like to speak to someone from ebay or paypal.  Its not easy.

In My eBay go to Account tab, near top left > Payments in lefthand column, then click on Manage on next page.

For Paypal log into your Paypal account and click on cog icon or Wallet at top of page > Debit and credit cards > Add a card.
