I issued a partial refund to a buyer directly in paypal as he reclaimed the item arrived faulty.
I got to know the item was falsely reclaimed as faulty during assisting the buyer to resolve the issue he met. Now the buyer refused to send refund back, so I opened a ticket to report this buyer in resolution center. Is it a correct action to involve judgement from eBay and get my money back?
For futere reference perhaps in my view "partial refunds" are a minefield. It is always best for the buyer to open a not as described case and for the seller to send a label for return and refund.
All problems must be dealt with through the eBay resolution centre. In this case it seems to me that you decided to go "outside" the eBay system and make a partial refund through Paypal. Again that is not a good idea as eBay [rather obviously perhaps] will not get involved.
"Not as described" is - in any event - subjective. EBay has no way to establish the truth and always finds for the buyer. EBay does not have any way of "investigating".
Sorry but you are on a hiding to nothing trying to get a partial refund back. Ebay won't get involved at all.
