How do I make a complaint to eBay about their lack of support for buyers being scammed?

What case did you open?

If just a return, seller can refuse.

It should have been item not as described, seller provides returns label, you post back for full refund.

If no label or refund, escalate after 3 working days.

You can still try paypal case, but will have to pay return tracked posatge.
