I assume you are the seller.
Correct way is to issue returns label through case & refund on return.
Once you refund buyer, ebay assume you don't want items back & close case, so label not available.
Politely message buyer & say if you send paypal payment to cover postage, please return item, but you can't make them.
You will need their paypal email.
