the seller can set up their listing to provide their phone number when the bidder clicks on 'contact seller'
they can then arrange to view the item,
but all sales have to go through ebay,
if a seller cancels a listing after their phone number has been provided, ebay will still charge the final value fee
The eBay policy is that the buyer should commit to buying the item by going through eBay checkout (but not necessarily pay). Both parties are then free to exchange contact details. The buyer inspects the item, and if it is not what the buyer expects, both parties agree to a cancellation.
