You can send another invoice, it will supercede any existing ones if the buyer hasn't yet paid.
Find the items in your eBay Sold summary, to the right there's a dropdown menu, select the 'send payment details' option.
An invoice will appear showing the items.
Put the combined postage amount in the postage field (do not click on the reset/recalculate option as this deletes what you've just done).
Click on the preview link to make sure it looks okay, if it does, click on send.
PS If the items have been sold via eBay's Global Shipping Programme to international buyers, you cannot combine postage.
Ebay send an invoice as soon as an item sells. Buyer just ignores them and you send a combined invoice "Send Payment Details" in MORE ACTIONS. Just amend the P & P.
If they pay individually, you get stuck with two Paypal Fixed Fees of 30p and the FULL 10% charge by ebay.
Open a non-payer case in the resolution centre [link below] and close after 4 days.
I can see no reason why a buyer "can't" pay you. If you mean that you want to send and make a postage reduction you can refund a portion after sending through Paypal
