Funds on hold but eBay said they’ve released them

I’ll start from the very beginning of this whole issue..

A couple weeks back I deleted my paypal account to create a new one, added my new paypal account as my new automatic payment method but didn’t realise it doesn’t automatically update in my listings.

So I listed a pair of headphones for £40 not realising it still had my old paypal address as the payment method, someone had won the bid, tried to pay and obviously had payment reversed because he was paying a paypal account that doesn’t exist. So I contacted the buyer, told him about my situation, relisted the item with my new paypal account and he bought and paid straight away away.

The item was sent out on the same day and delivered just after 9am on Tuesday BUT my funds are still on hold in PayPal. I contacted eBay on Tuesday morning who said my funds would be released within 24 hours but it’s been 36 hours and no show of my funds. I’ve contacted eBay and PayPal about this 6 times today, both parties blaming each other - eBay claiming they’ve released my funds every time I’ve contacted them and PayPal saying they haven’t received the signal and can’t do anything.

What is actually going on? Who is at fault if at all, or is it a system error on one end?

How much longer till my funds will be available and who should I be contacting now, as again, eBay saying they’re released my funds a number of times and PayPal saying nope.

The hold on the buyer's payment is a blanket policy applied to all new and infrequent sellers.

If you print postage labels through eBay or PayPal or use another carrier who provides tracking information and manually enter delivery tracking information on eBay funds will be available three days after the latest estimated delivery date.

If you mark the item as dispatched but don’t upload tracking information, funds should be available seven days after your latest estimated delivery date.

If you don’t provide tracking information or mark the item as dispatched, funds will be available in 21 days.

Tuesday !! That is only yesterday, held funds are only released early after tracking proves delivered and then they are released within a few days. That is 3 or 4 days, not one.
