Hi - can someone help me understand these fees on Ebay?

I've sold one item and the payment is on hold with Ebay taking about 6-7% in something titled fee.

Then I've received an invoice for additional fees for about 14% of the sale. Is this totals up to about 20% is sales fees. Is this standard practice?
