I had a failed transaction but the money was deducted from my account yet the seller says he didn't receive the money and either has eBay reflected that I purchased the item ....how can I get a refund or a clarification that I have paid
Go to your purchase history and see what it says there.
At a guess the seller is on managed payments and does not know how it works
They need to go to the seller hub and then Payments and see what it says there
If on managed payments then ebay take the payment not the seller
Once ebay take off the fees they put the remainder into the sellers account
The seller should have amessage saying you have paid and to post
Check it out and then come back if this is not the problem
