Have you never bothered to read the Money Back Guarantee that ebay puts on EVERY listing. If you don't receive what you have bought then you open a Not Received case, BUT as you have done nothing for two months you are out of time.
All you an do now is open a Not Received case with Paypal, and escalate after 2 but by day 20 to get a refund.
You are also out of time to leave feedback.
