Would it be possible for eBay to make sellers state what courier they use?

As the ones that use Hermes, I would avoid buying from...

Every time I purchase something, and the seeker uses Hermes delivery...it is either very late arriving, or doesn't arrive at all

You would have to ask ebay.

The options for postage include naming some of the couriers a seller wants to use like Hermes or Ups or Royal Mail DPD are there to choose but many sellers just use Other courier. That is their choice
