Complaint about a seller

How do I make a formal complaint about a seller who has sent a plant that was dead on arrival and is still dead despite being planted in the ground on its receipt?

I have had  no response from the seller to my email sent through eBay - what recourse do I have with eBay to get my money back? I cannot find anywhere on eBay where I can raise a formal complaint?
