Why have I been charged for listing a item when it was a free listing? And why have I been charged a final valuation fee when the item didn't sell?? I seam to be going round in circles with the customer services pages I just want to speak to a human, is that possible with ebay?? Please somebody advise me
We can't see what you listed, so a bit more information would have helped.
If you used a reserve price, the fee for this is payable whether or not the item sells. Ditto if you withdrew the item from sale, eBay is entitled to charge a fnal value fee on the price it had reached when you removed it. If this was a motor vehicle, there are no free listings.

You need to be very quick or you will be out of time.
Listings may be free which means the 35p. listing charge is not charged, but there is always a seller fee to pay when the item sells, your quad did sell, that you buyer may not have paid is a different matter, and you need to tell eBay, as they do not know no payment was received.
You may be just in time as you have 32 days from point of sale to do this.
If your buyer has not paid within 4 days, you can now cancel that order stating buyer has not paid, applicable fees will be refunded, the item will be relisted unless you choose it not to relist.

The quad is described as road legal so will probably fall under the category of vehicles, if you read the T & C's on the free listings, you will see vehicles are exempt so you will be charged here, a non refundable listing fee, but as above see if you are in time to cancel the order so at least your seller fee will be refunded.
