Can't change my Paypal account

I keep trying to unlink my old PayPal account and add a new one

But it just isn't happening..

I click 'unlink accounts' and it just goes to my Purchase History

If you are on managed payments then you will not be able to add a paypal account

Ebay and paypal are split and paypal is not used now for sellers( buyers can still pay that way)

When a buyer pays ebay take payment and takes of their fees and the remainder is put into your bank.

The issue is when I wnat to pay for a desptach label - paypal no longer an option
