Hello, a buyer has requested me to cancel his order because he has changed his mind. He has not paid yet. I understand that the buyer should send me a cancellation request. However buyer tell me he is unable to send me the request. Please advise what I should do.

Go to item in sold list, click more actions & select "Cancel, buyer & I agree to cancel".
You can issue a cancellation. On My eBay go to More Actions, far right of the item on your sold list > Cancel order > Buyer asked to cancel. Or on seller hub go to Orders find the transaction you want to cancel, and from Actions, select cancel order.
