Did you open a returns request as if you did and it was refused then you can not open a not as described dispute
You can only open one dispute on ebay
Your item is not as described
Open a not as described dispute at the bottom of the page under Resolution Centre.
Escalate it after a full 3 days of opening the dispute.
The seller needs to send a pre paid label for the return.
If they dont then ebay should when you escalate the dispute.
Make sure it goes back tracked and that the tracking is in the dispute.
You have 30 days from the day of delivery to open a dispute in ebay

If you fail on ebay then you open the dispute in paypal and escalate it as soon as you can but within 20 day
Open an appropriate 'Not as described' eBay case for a refund in full ? ... messages will not do it ! ... follow the case instructions carefully and you should receive a prepaid addressed return label, enter tracking and escalate the case to eBay when allowed to do so (usually 3 > 8 days) ... the within 30 day case options which a seller cannot ignore are here >
