20% discount offer ,where ebay fund half

I registered for the promo offer, which starts on 19th july where buyer gets 20% discount, but ebay pays half of it so, seller only actually funds 10%. Was supposed to have had enmail from ebay, to confirm my participation, but nothing.Has anyone heard anything about this.Anyone had confrimation, or has it been put back or cancelled.Tried to get a call back from ebay, but dont appear to be doing that today, no matter what subject i try and get help with.
