I've ordered in 15th of March 2021 one pair of  number plates which isn't arrived till present.

I'd contacted seller many times to get refund but no seller, no item,no refund.

You are too late now to do anything with eBay.  You should have resolved this within 30 not by contacting the seller [nearly always pointless] but by opening a case with eBay for non-receipt. 

Open a case with Paypal from the payment and whether or not the seller is still around you should get a refund.  

Escalate the Paypal case after 2 days and befoe 20 days. 

We are members like you; we are not eBay.
