You are in the USA
If the item only offers collection then they will not post in their own country let alone Internationally

You need to read the postage and payment options.
Sometimes sellers offer collection or delivery, sometimes it's only available for collection. If it says collection is free, it's free. If they don't offer delivery as an option, they won't arrange delivery.
When using click and collect or Argos collection it's a bit different. Here, although it's free to collect, the buyer still normally pays to have it delivered to the collection point.

You have askd this under International Trading, not sure if this has any significance, but Collection is not suitable for buyers outside the UK and it is most unusual to have Free Postage for anything posted abroad.

Yes Collection means you go and collect from the seller's house. You get to do a full inspection of the item beofre paying cash.
Free Postage means the seller is posting the item, no extra charge to you, you are paying the listing price, but be assured, all canny sellers will have factored in the postage charge imto the starting price.
