I sent a best offer for an item listed by a business seller. I thought VAT was included in business seller prices (there's nothing on the listing to suggest otherwise) so imagine my shock when confirmation of my offer included the words "20% VAT will apply". Therefore, if my offer is accepted, I' would actually be paying more for the item than the original price!!! (Buy it now price )Something just ain't right here! And the automated bit can’t understand

if the item is outside UK and, or the seller registered outside UK then import VAT is charged.

If it was a Buy it Now listing then any applicable VAT should already be included in both the Buy it Now and offer price even if it is an overseas seller. If, however, it is an auction style listing from an overseas seller then VAT will be added where applicable to any bid/offer.
Does the '20% VAT will apply' have '+' or 'plus' in front of it? If not then it may just be eBay's clumsy way of stating that your offer includes VAT.

Not so, as until the item is purchased its not known if import VAT should be added.
