I’m blocked from selling on eBay how can I change this?

It depends why you are blocked. If you need to update bank details etc, just update them. If you owe fees, pay them.
If you have been banned for site violations/because someone sharing your house/bank etc has been banned, there is no way back, I'm afraid, it would be a permanent ban.
