Why am I paying for buyer protection when I am already covered by UK distance selling regulations?

You wouldn’t be covered by UK distance selling regulations if you were buying from a private seller, which if you are being charged the buyer protection fee, you would be.

Thanks for the explanation, however it makes small items now poor value in my opinion.

Think you may be buying from a private seller. As businesses do not do this.

Yet another nail in eBays coffin, Now little point in using eBay as the business sellers are more expensive than on other platforms, and quite a few of them are useless. So now the vast majority I purchase from other platforms now. But this platform exceeds on selling fakes.
