Hello anyone encountered such a problem I have the status of the parcel Delivery Attempted - No Access to Delivery Location

If you haven't already done so try sending a message to the buyer via eBay Messages saying that the tracking is showing that an attempt has been made at delivery but that it has not been possible to deliver the parcel.  It could be that the buyer has moved house and hasn't updated his/her address details, thus resulting in the parcel being delivered to an old address.  If the house has been boarded up for some reason and there is nobody living there at present then that would explain the reason for the "No Access To Delivery Location" part of the message that you have received in relation to the attempted delivery.

 

If that does indeed turn out to be the case then if you made a point of writing an "If undelivered please return to..." address on the reverse of the parcel the package should eventually be returned to you.  If you do get the parcel back again then contact the buyer to let him/her know, and ask if he/she wants the item to be reposted.  If the buyer still wants the item but is no longer living at the address that you sent the parcel to then ask the buyer to update the address details on his/her PayPal account, then refund the money from the first transaction.  Once you've done that relist the item and send the buyer an e-mail va eBay Messages with the listing number so that he/she can run an Advanced Search for the listing and repurchase the item.  If the buyer follows those steps you can then resend the item to the correct address.

 

In the event that the buyer fails to reply to your e-mails within an acceptable timeframe - for example, one week - then refund the buyer's money via eBay, citing "Problem With Buyer's Address" as the reason why, but don't do this until you have received the item back again.  If, however, the buyer contacts you and confirms that he/she no longer wishes to proceed with the sale then once you get the item back again cancel the sale via eBay citing the reason "The buyer and I have agreed to cancel this transaction."  The buyer will then get his/her money back and you should end up with your Final Value Fees being refunded.  If you do have to refund the buyer's money then so long as you issue the refund via eBay your selling account should not be adversely affected.
