Hi I'm looking to purchase an item and the listing has a an auction with a starting price and also a best offer option as well.
My question is if i submit a best offer, can i then still bid on the item, Or is that option no longer availabkle to me?

You can submit a Best Offer for the item if you want to as doing so will not automatically prevent you from being able to place a bid at a later date if the offer is rejected, but if at any point somebody places a bid on the auction the Best Offer function will vanish from the listing and if you had previously submitted a Best Offer for the item then the offer would be declared void and the seller would not be able to reinstate the Best Offer function. It may well be the case that the seller listed the item without using the Advanced Selling Form and instead opted to use the basic selling form to set up the advert, in which case eBay may well have added the Best Offer option to the listing without the seller's consent (they have been known to do this on several occasions), in which case the seller may not even be open to offers for the item.
Should you decide to make a Best Offer for the item remember that unlike the Buy It Now listing format, where the Best Offer option is usually used to signify that the seller may well be willing to consider decent lower offers close enough to the asking price of the item, with Auction listings the starting price of the auction is usually considered to be the minimum price that the seller is willing to accept for the item. Therefore, if you do make an offer for the item, don't make an offer for an amount that is lower than the starting price of the auction, as the seller may well feel insulted by the offer and add your User ID to his or her Blocked Bidders List as a result. If, however, you really want the item and are willing to submit a decent offer in the hope that the seller will accept the offer then decide how much you would be willing to pay for that item should the buyer accept the offer, then submit your best offer for the item. If the seller feels that the offer is acceptable and clicks on the "Accept Offer" button then the auction will automatically end and you will receive a notification to confirm that your offer was accepted, in which case you will be contractually obliged to pay for the item.
In the event that the seller rejects your offer, or if somebody else has already placed a bid for the item by the time you read this response, then your only other chance of being able to purchase the item rests solely with ensuring that you end up submitting a maximum bid that is higher than all of the other bids placed so far on the listing. If you end up placing a bid and become the highest bidder then should you still be the highest bidder when the auction ends you will be contractually bound to buy the item at the price that you won it for in the auction.
I would put in a bid of the maximum price you would want to pay if you entered it as a offer.
Then sit back and wait.
You can make an offer, seller can accept, refuse, ignore or counter offer,
BUT once bid is made offer option is removed, so if you offer & seller hasn't replied, someone can can still bid.
you can do both,
but as soon as a bid is placed all offers are cancelled
