Any ideas if this disclaimer is legal or allowed for a business seller.
" For items ordered by mistake or for change of mind or similar, no refunds will be issued. The item is exactly as described, quality checked before dispatch, and perfectly holds the figure it is designed for."
I fully understand where the seller is coming from as the returns system is exploited on ebay but is it allowed ?

No, its not allowed. Business sellers have to accept most change of mind cancellations. They could be reported to ebay.

Depends what is meant by "perfectly holds the figure it is designed for".
If it's some form of underwear, then the seller might not be obliged to accept returns if it has been tried on and doesn't "perfectly hold the figure" of the buyer.
If it's a display stand for a toy soldier, then the disclaimer would probably be illegal under UK consumer law.

Distance selling regulations grant consumers inalienable rights, including returning items up to 14 days afterwards because they changed their mind. I think the ebay MBG might extend this to 30 days.
