Can someone please explain to me how an small item shipped door to door from china has a postage cost of £0.60p through eBay speedpak economy but my lowest cost through eBay is 2.94. ?

Are you shipping from China?
If not, then it's a pointless question to be frank as shipping from China is subsidised by the Chinese government.

How does that work? I pay 60p postage and the Chinese government pay royal mail to deliver once in uk? Who is paying Royal Mail? Im confused.

Yes, because China is a third world country. At least it was when this all began. It was to ensure the Chinese could sent letters around the world. Shows what happens when you don't keep up with stuff!

Royal Mail are paying. In effect their customers (us), are paying.

It's actually all to do with the Universal postal union, for which a link was posted already.
If you dig into to it, it is a combination of things, rather than just the one thing.
Because of that, there is an agreement on prices.
They are also subsidised by their government, which helps to keep their prices even cheaper.
