If you're correct you should be entitled to a partial refund as eBay has failed to provide that service as advertised.

That is almost certainly not the case. If the OP had raised it soon after signing up, then the service would most likely have been provided then. The OP has chosen not to use the service for the past year or so, and has only chosen to do so now. When you join any subscription service, you don't get a refund for any services which you have not used. Just try and convince your gym otherwise!

I'm not sure if an auto invite goes to your account due to it being added at a later stage. If you reach out to customer support through your account as normal it should go through to the concierge team.

Noting this page, we signed up a week ago and whilst we are not expecting to get Concierge just yet as only been a week, we were supposed to get a welcome email with benefits for Anchor shop. We received absolutely nothing after upgrading or even an acknowledgement, though our account does show Anchor subscription.

Thank you for your post.
It can take up to 14 days to review accounts for concierge access and it is also subject to availability at the time if there is a big increase in demand. I would advise to give it the 14 days for the access.
Regarding the no welcome email for the Anchor shop it looks like when signing up it didn't trigger the auto email. I'll share the link here for the details of what the anchor shop includes and also more information here on how to manage the shop.
