    <description>&lt;P&gt;The entire system is automated (it has to be on a site with many millions of members), so you don't contact Ebay when a buyer doesn't pay. You use the on-site tools that Ebay supplies, ie. you open an Unpaid Item case (within 32 days of the purchase date), and close it as 'unpaid' after 4 full days to get the selling fee credited back to your Ebay account.&amp;nbsp;&amp;nbsp; You're then free to relist.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Add the non-payer's Ebay ID to your Blocked Bidders List. And while you're there, tighten up your Buyer Requirements (Account...Site Preferences...) to lower the risk of getting non-payers and other rogue buyers in the first place. Pay particular attention to the one which blocks those with 2+ Unpaid Item strikes in 12 months.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Finally, everything you need to know about selling on Ebay, including what to do when a buyer doesn't pay, is in the Seller Centre.       <description>&lt;P&gt;Hi everyone,&lt;/P&gt;&lt;P&gt;I have phoned E Bay Customer Service and they still haven't sorted out a simple matter when someone won an auction and just didn't pas anyone know how to make a formal complaint?&lt;/P&gt;</description>

      <description>&lt;P&gt;I am guessing you are saying they did not pay&lt;/P&gt;
&lt;P&gt;It is up to you to deal with it&lt;/P&gt;
&lt;P&gt;You dont phone ebay as the way of dealing with problems with items is in the resolution centre at the bottom of the page&lt;/P&gt;
&lt;P&gt;If you have a non payer you open a non payment dispute at the bottom of the page under Resolution Centre.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;You can open one after 2 days and close after another 4 days.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;You get your final value fees back the non payer gets a strike and neither of you can leave feedback.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;If you dont do this then ebay do not know you did not get paid and you have to pay the fees.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;You have 32 days to open a dispute&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;

&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Always best to know all the rules to protect your account.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;For non-payers you open an unpaid case.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;your buyer can pay or not and if not they get an unpaid strike.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;They can appeal said strike and report you for feedback abuse for the false positve you left announcing they were a non-payer and that will damage your account.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
