which I would accept, but how do I do that? (The buyer has ran out of offers).

he made the offer via message. So I need to end my item and send him an invoice, how should I do this?

no, you shouldn't do that,

if they have used up their 3 offers and you have used your 3 counter offers you can revise the listing to the agreed price,

they can then place a bid,
