Can any one help me what is "International fees" that has come up on my invoice I paid £1.30 for what?

Where did you buy it from.

Cpuld it be VAT

Starting 1 January 2021, eBay is required to collect VAT on certain orders delivered to UK addresses:

Orders up to £135 sent from outside the UK
Orders where the item is located in the UK, but the seller is not a UK seller

You'll see the VAT included in your order total at checkout, and you can view and download a tax invoice from the Order details page in your Purchase history.

ebay charge extra to process payments from overseas customers

It costs money to convert one currency to another, so it will be a currency conversion fee. You will have paid this to PayPal when PayPal was still your payment processor.

As this is the Selling board, I assumed the OP was a seller, not a buyer, and talking about his Ebay invoice.
