are discs and covers of a game counted as duplicate items when they are both of the same game

"Discs & Covers" Please explain what you mean? Duplicate listings are where all details ar the same.

If you intend listing two different items the title of each would be different.

In practise if you listed indentical items, only one gets listed, the other one will be marked something along the lines of "This is a duplicate listing and will only go live when the original item is sold or ends".

This helps avoid selling two items when you only have one.

lets say you have x game which comes with a disc a manual and the (cover or insert) now can I list the cover and disc of that game (I might be overthinking this and the answer is obvious)

As long as it`s genuine, you can sell what you like, within reason 🙂
have to say though, the question is rather confusing, because if you had an X-box game that comes in a case, disc, cover and insert, then surely thats how you`d sell it, because it sounds like you want to list seperate, though i appreciate you useing an example.
