business sellers don't get any free listings

it depends on whether you are on ebays managed payments or not

Initially you would be restricted in any case. New sellers are not given unlimited ability to sell, you have to prove you are a good trustworthy seller first.

This is the UK site, and you are in Sri Lanka. Log out, and back into your home site and use the Help pages and forums over there. The information on this site is for UK sellers only.

But the problem is Sri Lanka Hasn't their own site in ebay. So I like to sell in UK site
