You need to first register as a business seller. Private accounts are only for those clearing their wardrobes etc of their old no longer wanted possessions. For confirmation, go to Ebay's Seller Centre. For full information, go to the government's website.

Are you creating your listing with the Business/Advanced listing tool? There are more options there. On the listing tool I looked at there is no specific button to add variations but there are options throughout the tool.
