"They owe me money now."

I doubt it. The one thing that I have noticed is that Accept, Decline and Make Counter Offer are not always in the same order, but even then if you click on the wrong one you still have to confirm, so it is you who make the decisions.

I had already declined offers at this price but ebay decided to sell my item at a lower price without my permission.

How does this happen.

They owe me money now.

it can't happen

you either set your listing to automatically accept offers above a certain amount or you accepted the offer yourself

What you describe is impossible. If your item sold for a lower price than you wanted, that was down to your error - you accepted a buyer's offer rather than decline it.

Accept that you made a mistake (like the rest of us, you're only human :)), and ship the item as contracted. If you don't, you can expect to receive negative feedback and trashed star ratings.

@pantwen

If your item went for a lower price than you wanted and you did not accept a Best Offer, or make a counteroffer which was subsequently accepted by the buyer, then I'd say that the most likely explanation as to why the item sold for less than the asking price would be that you probably listed the item for sale using the bog standard selling form. eBay have an annoying habit of making changes to listings created using the bog standard selling form, even if the seller has not authorised the changes. Therefore, in order to prevent this from happening in the future, stop using the bog standard selling form and use the Advanced Selling Form, sometimes referred to as the Business Listing Tool. Ignore any warnings that it's for business sellers only - anybody can use it, whether they are private or business sellers, and you will not be penalised for using the Advanced Selling Form to list your items for sale.

Once you've set up your first advert using the Advanced Selling Form save the listing as a template so that you can re-use the template again in the future should you wish to list any similar items for sale. All you would need to do if you re-use the template is to delete the original photos and item description, then upload shots of the latest item being advertised for sale, along with an item description written specifically for that item. The Item Specifics fields will not need to be filled out again as the data will have saved automatically from the original listing, although if you do wish to make changes then you can make updates to those fields manually. However, should you update the Item Specifics fields at any point then resave the template again so that you don't lose the updates.

If you do decide to switch to using the Advanced Selling Form in the future then you should not experience a repeat of the problem that you've posted about here. However, if you've got any presaved templates created using the bog standard template then delete them and replace them with new templates created using the Advanced Selling Form. That way you won't get caught out again with regards to items selling for less than the price that you wanted without you having reduced the asking price or accepted a Best Offer.
