All I can advise is that you do as the message says, and try again later.

If you continue to have problems, though, it may be that you've reached your listing maximum for the time being (quantity or value). Check your account for details.

In the meantime, if you're buying those items in to sell, which appears to be the case, you need to upgrade your account from private to business. Not only an Ebay requirement but the law. Private accounts are only for those selling off their old no-longer-wanted possessions from wardrobe and attic. For confirmation, go to Ebay's Seller Centre.
