      <title>I'm under attack by a serial scammer</title>

      <description>&lt;P&gt;I have recently been under attack from a serial scammer.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;He has dealt with 147 different sellers ( using one of his ID's ) but has left 69 Negatives 6 Neutrals for these poor victomised sellers . I reported this to eBay , they said they will investigate .&lt;/P&gt;&lt;P&gt;.&lt;/P&gt;&lt;P&gt;I have reported the buyer also for feedback extortion , If I give the buyer the item for free he will take off the negative feedback he has left me . Again they said they would investigate .&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I emailed eBay with his dubious buying practises . Largely claiming non receipt of items to get refunds .Loads of them .&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;A number of sellers have contacted me regarding this fraudster , I have also been supplied with other ID's the buyer uses . I have also been led to another site outside ebay stating the same problem .&amp;nbsp; With the same scam bidder &amp;amp; his different ID's eBay seem to aid &amp;amp; abet his fraudulant behaviour .&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;eBay simply say they are investigating , but nothing concrete . Do you think this should be escalated to a police matter as eBay are obviously totally incompatent at policing themselves ?&lt;/P&gt;</description>

&lt;P&gt;How are buyers making loads of claims for non-receipt of items? Since postal tracking became almost universal sellers are protected if the tracking record confirms delivery. If sellers are failing to use a tracked delivery service or to&amp;nbsp;upload the tracking number, surely the remedy is in their own hands.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Proving fraud by buyers is difficult or impossible at the best of times. Unless this buyer has found some way of circumventing the tracking system it's hard to see how serial INR cases could even succeed, let alone be proved fraudulent.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Without more information it's hard to offere other suggestions. Serial fraudsters on eBay have faced criminal charges, I think they have mainly been sellers. It's far easier to prove that a seller listed multiple items for sale with no intention of selling them than to provide case by case evidence that buyers have abused eBay's money back guarantee.&lt;/P&gt;</description>
