does a pending payment get put on hold when issuing a return and refund?

If someone has asked for a refund and return but their money is still pending and has been put on hold in my account since they asked for a return, when I issue the refund will it come out of my pending/hold instead of my available balance.

It will come out of your Balance. If you don't have enough Funds Contact PayPal and ask them to Release the Buyers Payment.

The payment is put on hold the second a buyer opens a return request or case if it is not already pending.

When you refund through the Ebay return request or case (after receiving the item back), that action returns the held payment back to the buyer.

If there are insufficient funds in your PayPal account, PayPal will call for them from your linked bank account or credit card.

If there are insufficient funds in your bank or with your credit provider, PayPal will take legal action to recover the debt.

Are your Payments on a 21 day PayPal Hold @Anonymous ? That is what I thought you were referring to ?

it was on a 21 day pending and then they asked for a refund so their payment got put on hold, so the payment stayed on pending past the 21 days so I just wanted to make sure when I issue them a refund their payment would go straight back to them?

As said if you haven't enough Funds in PayPal you will have to ask PayPal to Release your Buyers Payment.
