PAY PAL NOT REFUND FEE FROM ANY TRANSACTION.I DON'T KNOW THAT IT COMPLIANT WITH POLICY.

EVERY SALE WILL CHARGE FEE COST EVEN THE SAME CANCEL TRANSACTION.

Ebay will only refund fees on full refund, they never do on part refund.
